As 2006 is the 50th anniversary of the introduction of the Irish Gaming & Lotteries Act, there is considerable speculation, and some hope, that the Government will see its way to finally changing the totally outdated 1956 legislation. In reply to a recent enquiry, a spokesperson for the Minister for Justice said, "The issue of prize and stake money limits will be addressed in the forthcoming Civil Law (Miscellaneous Provisions) Bill, which is in the course of being drafted. The Government's legislative programme for the Autumn session indicates that the target publication date for the Bill is 2006. The Minister's intention is to have the Bill enacted thereafter as soon as possible. It is open to interested parties to make submissions on the Bill to the Minister at any time during drafting of it, and debate on it, in the Houses of the Oireachtas."

Although any changes to the provisions of the Act, to bring them in line with other more progressive EU countries, would be welcome, it is generally felt that nothing less than a complete overhaul of the legislation is necessary at this stage.

For many years the industry has struggled with unworkable legislation, which has discouraged investment and job creation and although the industry is in a reasonably healthy state, it is in spite of the legislation - not because of it.
